WebCurses aren't exactly spells. They might cause a spell, but they don't have levels and components laid out like spells do. As a DM, I would probably allow the Dispel to work on the Curse (estimating DC off of the spell closest in description), but it would take whatever bonuses the item has with it. Effectively making the item completely non-magic.
